Brief Biography of Counselor Usama Mehrem

Graduated from the Faculty of Law, Cairo University in 1974.

He held numerous judicial positions in the State Council over the years, having served the state since 1974 until 2023, presiding over many departments during that period.

He rose through the judicial ranks in the State Council until he became head of the Fatwa Department for the Ministry of Water Resources and Irrigation in 2009, then presided over several departments of the High Administrative Court in the State Council. He chaired the Fatwa and Legislation Department of the State Council from 2018 to 2020, then chaired the General Assembly of the Fatwa and Legislation Sections in the State Council. He also served as Vice President of the State Council from 2020 until his retirement in 2023.

He was also seconded to the Sultanate of Oman, where he served as a legal advisor at the Ministry of Legal Affairs from 2003 to 2009.

He was seconded to the State of Kuwait and served as a judge at the Court of Cassation from 2018 until 2019.

He held the position of Member of the Political Parties Affairs Committee from 2020 until 2023.

He also served as a legal advisor to various authorities during his service, including the National Center for Legal Studies and Research from 1992 to 2003, and again from 2009 until 2018.

In 2023, after completing his service upon reaching retirement age, he established the “Osama Moharram Legal Consultancy Foundation” and currently serves as its President.
